A chemical storage room is different in kind from a flammable liquid room. In a flammable liquid room there is essentially one hazard present in quantity, and the protection question is how to control a fire in that material. In a mixed chemical store the materials themselves are the hazard to each other, and the worst credible event is frequently not one substance burning but two substances mixing.
That reorders the protection priorities completely. An oxidizer in contact with a flammable liquid supplies oxygen to a fire that no amount of atmospheric agent will starve. An acid contacting a base produces violent exothermic reaction and pressure. A water-reactive material contacting water, including sprinkler discharge or ambient humidity, generates heat and frequently flammable gas. In each case the event is created by the storage arrangement rather than by an ignition source, which means segregation is doing the protective work.
Agent compatibility is the second consequence. Water is the default suppression medium and it is actively counterproductive against water-reactive materials, which means a room containing them needs a protection scheme that accounts for it rather than a standard sprinkler layout. NFPA 400 provides the framework: classify every material by its physical and health hazards, apply maximum allowable quantities per control area, and separate incompatibles by distance, non-combustible barriers, or separate cabinets and rooms.
