Welding and cutting are different from every other hazard in this category because the equipment is not the fuel. A press contains oil, a booth contains solvent, a dip tank contains coating. A welding station contains an ignition source of extraordinary capability and no fuel at all. The fire risk is entirely a function of what is within reach of the sparks, slag, and conducted heat that the operation produces by design.
That is why NFPA 51B is built around separation and administrative control rather than around a fixed suppression system. The thirty-five foot clearance rule, the hot work permit, the fire watch during and after the work, and the requirement to protect or relocate combustibles that cannot be moved are all attempts to manage the relationship between the ignition source and the surrounding fuel. Sparks travel farther than people expect, slag falls through floor openings, and conducted heat ignites material on the far side of a wall being welded.
The most dangerous characteristic of hot work fires is delay. A significant proportion ignite after the welding stops, smoldering in insulation, dust accumulation, or a concealed void for thirty minutes or longer before they declare themselves. This is the entire reason NFPA 51B requires the fire watch to continue after work ends, and it is the requirement most commonly abandoned once the visible work is finished.
