NFPA 30A divides repair garages into two classifications, and the distinction drives most of the requirements. A minor repair garage performs lubrication, inspection, and repair that does not involve the fuel system, open flame, or welding. A major repair garage performs work that does, and that classification brings mechanical ventilation requirements, electrical area classification, and construction provisions that a minor garage does not carry.
Shops frequently operate as major repair garages while being built and permitted as minor ones. Fuel pump replacement, tank work, fuel line repair, and any welding or cutting in the bay all constitute major repair. A shop that added a welder to handle exhaust work has changed its classification without anyone filing anything, and the ventilation and electrical provisions the new classification requires are not there.
The reason ventilation matters so specifically is vapor behavior. Gasoline vapor is heavier than air, so it does not rise and dissipate. It settles across the floor, flows into service pits and floor drains, and accumulates in low points where it can sit at ignitable concentration with no indication at breathing height. NFPA 30A requires mechanical ventilation drawing from floor level in major repair garages for exactly this reason, and a pit without dedicated ventilation is the most reliably dangerous feature in an older shop.
