Hazardous materials accumulate a container at a time across cabinets, staging areas, work points, and waste, and MAQ applies to the total per class per control area. Why the Quantity Threshold Matters More Than the Suppression Design

Hazardous materials compliance has a cliff edge in it, and the difference between the two sides of that edge is measured in construction cost rather than sprinkler heads.

Below MAQ, ordinary occupancy rules apply. A control area is a space bounded by fire-rated construction within which hazardous materials may be stored up to a maximum allowable quantity for each hazard class. Stay within those quantities and the space is regulated as its normal occupancy, with storage-specific provisions for containment, ventilation, and separation but nothing structural.

Above MAQ, the occupancy changes. Because MAQ is applied per control area, a facility can often stay compliant by dividing storage across multiple control areas separated by rated construction, with the number permitted per floor limited by code.
