Flour, sugar, starch, powdered milk, spice, cocoa, and protein powder are all combustible dusts, and several of them have explosibility characteristics comparable to industrial powders that nobody would handle casually. Food processing facilities frequently do not think of themselves as combustible dust facilities, which is why NFPA 61 exists as a dedicated standard and why food plants are consistently overrepresented in serious dust explosion incidents.
The equipment concentrates the hazard exactly where it is hardest to see. Milling, sifting, pneumatic conveying, blending, bagging, and dust collection all generate suspended dust inside enclosed volumes, and every one of those enclosures can reach an explosible concentration during normal operation. The dust collector is usually the highest-concentration point in the entire plant, and it is frequently located on the roof or outside a wall where nobody inspects it as process equipment.
What makes food plants distinctive is that sanitation and fire protection pull against each other. Food safety demands frequent washdown, which means electrical equipment, detection devices, and suppression components have to be rated for it. It demands smooth cleanable surfaces, which conflicts with the horizontal ledges that dust naturally settles on but also means dust migrates to concealed areas instead. And sanitation chemicals introduce their own corrosive exposure on suppression hardware. Protection has to be designed for the environment as it actually operates, not adapted from a general industrial template.
